On August 16，in order to implement the requirements of the Supreme People's Court for deepening the integration of judicial cooperation of Beijing-Tianjin-Hebei region, effectively improve the level of Beijing-Tianjin-Hebei judicial cooperation, and provide high-quality and efficient judicial service for the coordinated development of Beijing-Tianjin-Hebei and the planning and construction of the Xiongan New Area, Tianjin Maritime Court and Hebei Xiongan New Area Intermediate People's Court formally signed a judicial cooperation agreement, after in-depth research and careful preparations in the early stages. Shi Fuxin, a member of the Party Leadership Group, Vice President of Tianjin Maritime Court, and Zhang Xiaomei, a member the Party Leadership Group and the head of the Integrated Tribunal of Xiongan New Area Intermediate People's Court signed the agreement on behalf of their respective courts. Sun Jiapeng, person in charge of political and legal work in the Department of the Party and the Masses Affairs of the Comprehensive Management Committee of the Party Work Committee of Xiongan New Area, attended the signing ceremony on invitation and delivered a speech. The Collaborative Development of Beijing, Tianjin and Hebei Province and the planning and construction of the Xiongan New Area are major strategic strategies made by the CPC Central Committee with Comrade Xi Jinping as the core. In this regard, Tianjin Maritime Court has effectively promoted its political position, firmly established its overall awareness, continuously strengthened the construction of the dispatched tribunals relying on the dual advantages of cross-regional jurisdiction and trial specialization and realized the effective coverage of maritime justice over the coastal areas and hinterland of Beijing-Tianjin-Hebei region. In particular, since the promulgation of the planning outline of Xiongan New Area, Li Xiujie, secretary of the Leading Party Members’ Group and President of Tianjin Maritime Court leading teams came to Xiongan New Area twice for investigation and research twice, completed the docking with the Xiongan New Area Administrative Committee, the courts and other functional departments, and established a daily liaison mechanism in the pursuit of long-acting and institutionalized exchange resultsThe judicial cooperation agreement covers fifteen items in three aspects including case filing, trial enforcement and exchange and cooperation. The two parties also have clarified the issues of cross-domain case filing and agreed that the two sides can receive litigation materials for cases under the jurisdiction of the other court. They can directly decide whether to file the case or not after reviewing all the information through the remote filing system which would greatly enhance the level of the litigation mechanism facilitation. At the same time, the two parties have profoundly grasped the current trend of the development of information technology of the courts and conducted useful attempts and innovations in online court hearings, online mediation, and information sharing relying on the achievements of the construction of smart courts. In addition, the two sides have also created cooperation and joint construction projects in other aspects such as party organization construction, personnel training, and academic exchanges. The purpose is to enhance the breadth and depth of judicial cooperation in an all-round way and provide a good legal environment for the planning and construction of the Xiongan New Area. Zhang Xiaomei said that with the development of the planning and construction of the Xiongan New Area, the judicial needs in international trade, logistics and transportation would further increase. It was of great practical significance for the two parties to cooperate in judicial area. Shi Fuxin pointed out that it was the obligatory political responsibility and historical mission of Tianjin Maritime Court to serve and guarantee the planning and construction of Xiongan New Area. The signing of the contract would be a great opportunity to further develop the functions of maritime cross-region jurisdiction and deepen the connotation of judicial cooperation.
