On the morning of November 22nd, in order to thoroughly learn and implement the spirit of the Fourth Plenary Session of the 19th Communist Party of China Central Committee, and to conscientiously unify the thoughts and actions of all the judges, court staff and judicial personnel of the court under the spirit of the session, Li Xiujie, President of Tianjin Maritime Court, secretary of the Leading Party Members’Group, conducted a teach-in on learning and implementing the spirit of the Plenary Session, in accordance with the requirements of the deployment of the Central and Municipal Party Committees. Shi Fuxin, Vice President of the Court, member of the party group, presided over the meeting. 

Li Xiujie explained the development of the socialist system with Chinese characteristics and the historic achievements of China's state governance, as well as the remarkable advantages of the socialist system with Chinese characteristics and the state governance system, focusing on the overall requirements, overall objectives and key tasks. She also presented specific demands towards all the attendees based on the actual situation of the Court.

Li Xiujie stressed that the whole court should regard learning and implementing the spirit of the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China as a major political task for the current and future period, effectively unifying ideas, forging consensus and strengthening the sense of responsibility. She encouraged the whole court to strengthen their consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, and their confidence in the path, theory, system, and culture of socialism with Chinese characteristics. She also urged the attendees to resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority and its centralized, unified leadership. Tianjin Maritime court must always adhere to the Party's absolute leadership, take the two upholding as top priority and remain committed to the path of socialist rule of law with Chinese characteristics, comprehensively improving the quality of the Party construction work of the Court. It is imperative to give full play to the functions of maritime trials, adhere to the people-centered philosophy of development , resolutely safeguard national security and overall stability, serve economic and social development under the guidance of the new philosophy of development , and promote the modernization of the trial system and trial capacity. The Court should extensively participate in comprehensive social administration, promote the construction of diversified dispute resolution mechanisms, vigorously carry out publicity activities in maritime justice and strive to improve the quality of maritime judicial advice. To meet the requirements of advancing the modernization of the national governance system and governance capacity, Tianjin Maritime Court must strengthen the team construction of the Court, implement the standards for good cadres in the new era, strengthen the construction of work style and discipline, and improve the system's executive power. The Court should strive to build a high-quality and professional team which is loyal, clean and responsible, and provide a strong and reliable maritime judicial guarantee for the Collaborative Development of Beijing, Tianjin and Hebei Province as well as the high-quality development of Tianjin.
