Tianjin Maritime Court held a symposium on Judicial guarantees on Bohai Sea Integrated Management

 On November 22nd, Tianjin Maritime Court invited Tianjin Ecology and Environment Bureau, Tianjin Planning and Natural Resources Bureau and Caofeidian (Tangshan City, Hebei Province) Natural Resources and Planning Bureau to hold a seminar on the judicial guarantees on Bohai Sea Integrated Management. Tianjin Maritime Court conducted discussions and exchanges on law enforcement issues and justice in the marine environment and solicited opinions and suggestions on maritime trial practice from the invitees. Li Xiujie, President of the Court, secretary of the Leading Party Members’Group of the Court, Sun Ren, chief engineer and member of the party group of Tianjin Ecological Environment Bureau, Yang Jian, deputy director of Tianjin Planning and Natural Resources Bureau and relevant comrades of Caofeidian Natural Resources and Planning Bureau attended the symposium. Shi Fuxin, Vice President of the Court, member of the party group, chaired the symposium.

      

      Aiming at jointly discussing the situation and tasks of Bohai Sea Integrated Management with the sea-related administrative organs of Tianjin and Hebei and strengthening the coordination among those parties, the symposium would contribute to giving full play to Tianjin Maritime Court’s role in providing judicial guarantee which is the first time in the Court’s history.

      At the symposium, the court briefed about the situation of judicial work on marine pollution and ecological protection cases. Tianjin Ecology and Environment Bureau explained the overall requirements and the ongoing projects of Bohai Sea Integrated Management plan in Tianjin. Tianjin Planning and Natural Resources Bureau presented their work on administration of sea areas and law enforcement, while Caofeidian Natural Resources and Planning Bureau illustrated the difficulties and problems encountered in enforcement. The four parties had engaged in heated discussions on the perplexing legal issues in the work of sea areas administration, Maritime Law Enforcement and maritime judicial practice. They had unanimously supported the establishment of a communication and coordination mechanism for administrative law enforcement and maritime judicial practice and prepared to make joint contribution to the overall project of Bohai Sea Integrated Management.

      Li Xiujie pointed out that it was maritime court’s political responsibility to assist in Bohai Sea Integrated Management and it was the judicial responsibility of Tianjin Maritime Court to fairly hear cases concerning pollution control and environmental protection in Bohai Sea area. The symposium provided the court with more policy information and valuable suggestions which would greatly motivate Tianjin Maritime Court to provide better judicial service. Tianjin Maritime Court should take the initiative to coordinate with the sea-related administrative organs of Tianjin and Hebei and actively play the role of ensuring maritime judicial services. Tianjin Maritime Court would strive to make greater contribution to the Bohai Sea Integrated Management in response to the unified deployment of the central government and the leadership of Tianjin Municipal Party Committee.
