Tianjin Maritime Court has vigorously advanced the diversified dispute resolution mechanism represented by the special invitation mediation system, and properly handled internal contradictions among the people in the new situation, acting in the spirit of the Fourth Plenary Session of the 19th CPC Central Committee to push forward the modernization of China's governance system and capacity. Currently, Tianjin Maritime Court has 12 special mediators and 5 special mediation organizations who have jointly handled more than 20 special mediation cases before litigation and many cases have been settled properly. 

Recently, Jing Qingyi, a special mediator of Tianjin Maritime Court, had successfully mediated a case and achieved actual performance. Jing had 40 years of working experience in maritime cargo transportation and freight forwarding. He had worked as the manager of the Claim Department, director of the Enterprise Management Office and manager of the Planning Department of China Ocean Shipping Agency, Tianjin Co., Ltd. He is currently an arbitrator of China Maritime Arbitration Commission and Director of the Legal Committee of Tianjin International Freight Forwarders Association.

Jing has successfully mediated 3 cases since employed as a special mediator of the Court in 2018. He showed tremendous patience to the litigants in the mediation based on the principle of fairness and justice. He listened to the party's demands and found out the focal points of the disputes between the two sides. He sought the best solution that both sides agreed, dissolved contradiction and reached reconciliation. Even when the dispute was irreconcilable, he tried to bring both parties to the proceedings calmly. In the pre-litigation mediation of the case between the applicant, Tianjin Yongchengshijia International Forwarders Co.,Ltd. and the respondent, Tianjin Shenglong Fiber Co. , Ltd., Jing visited the respondent company to learn about the issues in person. After knowing the case details, Jing Qingyi gave full play to his professional advantages, took the initiative to help the two sides divide responsibilities, persuade the applicant to make appropriate concessions and then explain the situation to the respondent. After several rounds of back-to-back persuasion, the two sides finally reached a settlement. And after two weeks of painstaking mediation, the respondent paid off all its arrears.

As an important part of the overall construction of modern litigation service system, the special invitation mediation is integrated into the construction of one-stop diversified dispute resolution mechanism and one-stop Litigation Service Center. Tianjin Maritime Court strengthens the judicial protection of the diversified dispute resolution mechanism by coordinating all kinds of resources, participating in social governance activities and resolving conflicts and disputes. Tianjin Maritime Court would constantly explore new modes of dispute resolution and litigation services with Chinese characteristics that conform with China's national conditions and embody the laws of justice.
